DOE names agency heads

MANILA, Philippines — The Department of Energy (DOE) has announced the appointment of new heads of attached agencies National Transmission Corp. (TransCo), National Power Corp. (Napocor), and the Power Sector Assets and Liabilities Management Corp. (PSALM).

Fernando Martin Roxas will serve as the new president and CEO of Napocor.

Roxas held various positions in Napocor until 2001, the last of which was as group manager of the privatization and restructuring external office.

As Napocor’s new president and CEO, the DOE said Roxas would work on increasing access to sustainable energy in off-grid areas in the country and promote private sector participation.

Meanwhile, appointed as new TransCo president and CEO is Rowena Cristina Guevara, who served as undersecretary of the Department of Science and Technology from March 2015 to June 2022.

Prior to that, she chaired the rules change committee of the Philippine Electricity Market Corp. from 2011 to 2015.

TransCo is the owner of the country’s power transmission assets, managed and operated by the National Grid Corp. of the Philippines (NGCP) under a congressional franchise and a concession agreement.

The DOE also announced the appointment of Dennis Dela Serna as new president and CEO of the PSALM.

Dela Serna brings over two decades of experience working in the power industry with vast exposure to regulatory, contract management, financial modeling, and valuation.

He supervised PSALM’s Universal Levy, Tariff, and Financial Valuation Department from 2002 to 2008.

The DOE said Dela Serna would lead PSALM in effecting the privatization of the remaining Napocor power generation and real estate assets, settling the outstanding financial obligations and liabilities of PSALM, and administering the universal charge.
