MANILA, Philippines — The Malampaya Onshore Gas Plant (OGP) in Tabangao, Batangas City has marked 25 years without a recordable safety incident involving harm to people or a significant process safety incident, underscoring its longstanding commitment to safe operations.

The plant has maintained its Goal Zero record since Sept. 28, 2001 through continuous operations, major maintenance campaigns, facility upgrades, and increasingly complex activities supporting the Malampaya Deep Water Gas-to-Power Project.

Goal Zero reflects Prime Energy’s commitment to protecting employees, contractors, visitors, communities, and the environment while preventing significant process safety incidents.

“Reaching 25 years of Goal Zero is a significant operational achievement, particularly for a facility that has supported continuous gas production, major maintenance activities, and increasingly complex operations over the years,” Prime Energy president and CEO Donnabel Kuizon Cruz said.

The record is sustained through strong safety leadership, open communication, and a shared commitment among employees and contractor partners. Regular safety huddles, safety observation cards, incident reviews, and an annual Safety Day reinforce a safety-first culture and proactive risk management.

This commitment was demonstrated during Malampaya’s scheduled maintenance shutdown earlier this year, covering both the shallow water platform in offshore Palawan and the OGP. The shutdown was completed on time with zero recorded incidents despite the scale and complexity of the work.

The milestone comes as Malampaya enters a new phase of development. Prime Energy is advancing the Malampaya Phase 4 project, which will develop additional indigenous gas resources, with first gas targeted by the fourth quarter of 2026 to strengthen domestic supply and extend the field’s productive life.

Malampaya has supplied indigenous natural gas to power generation facilities in Batangas since 2001, making it a key contributor to the country’s energy security.

“As we advance Malampaya Phase 4 and undertake increasingly complex activities, maintaining these standards becomes even more critical. Our priority is to deliver the next phase of Malampaya safely, reliably, and with the same operational discipline that has sustained the project for 25 years,” Cruz said.

Malampaya is a government project under the Department of Energy. Prime Energy and its joint venture partners (Prime Oil and Gas, Inc., UC38 LLC and PNOC Exploration Corp.) operate the Malampaya project under Service Contract 38.
