Court upholds cancellation of Alice Guo’s birth certificate

MANILA, Philippines — A Tarlac court has dismissed Bamban Mayor Alice Guo’s motion for reconsideration in the cancellation of her birth certificate, according to the Philippine Statistics Authority (PSA) on Tuesday, October 28.
The PSA and the Office of the Solicitor General had petitioned to have Guo’s birth certificate canceled in 2024. A year later, the Regional Trial Court (RTC) 3rd Judicial Region Branch 111 Tarlac City ruled in the PSA’s favor, canceling Guo’s birth certificate.
In a statement, the PSA said that Guo had filed a motion for reconsideration (MR).
The court denied Guo’s MR due to a lack of merit, said the PSA.
“We see this ruling as a big win in our efforts to uphold and protect the integrity of our civil registry system. This is a stern warning – any act of deceit or falsification in civil registry documents will not be tolerated and will be met with the full force of the law”, PSA Undersecretary Claire Dennis Mapa said in the statement.
Director of PSA Legal Service Eliezer P. Ambatali said the RTC’s decision validated that the government followed proper procedures when enforcing the law. It also helped the PSA’s bid to strengthen civil registration operations against possible fraudsters.
The curious case of Alice Guo was one of the biggest political stories in 2024, highlighting major lapses in the country’s birth registries and internal security systems.
While Guo has continuously maintained that she is a Filipino, several gaps in her official birth records and family history suggested otherwise. The National Bureau of Investigation eventually confirmed that Guo shared the same fingerprints as Chinese national Guo Hua Ping.
Guo has long been suspected of being a Chinese national who was planted by foreign actors.
The story, however, does not end there. The case revealed gaps in the PSA’s birth registration systems, with several other foreigners being able to acquire Philippine birth certificates.
