MANILA, Philippines —Some local government units on Thursday called off classes in their areas due to the inclement weather enhanced by the southwest monsoon or habagat and Tropical Storm "Ineng."

In its 4 a.m. weather advisory, PAGASA said that at around 3 a.m., "Ineng" (International name Bailu) was located at 840 kilometers East of Casiguran, Aurora.

It packs maximum sustained winds of 65 km per hour near the center and gustiness of up to 80 kph. 

PAGASA said northern Luzon provinces would experience cloudy skies with scattered rainshowers and thunderstorms due to the tropical storm and southwest monsoon.
