Taxi driver tagged in ‘laglag-bala’ scheme absolved, complainant cited for contempt

MANILA, Philippines – The Land Transportation Franchising and Regulatory Board (LTFRB) on Tuesday absolved the taxi driver implicated in the bullet-planting or “laglag-bala” modus while his complainant was cited for contempt for not appearing before the board’s second hearing.

Since complainant Julius Habana did not attend the public board hearing to answer questions on his allegations against cab driver Ricky Milagrosa, the driver was cleared for lack of evidence against him.

On the other hand, LTFRB Chair Winston Ginez issued an order for contempt and possible arrest against Habana, who claimed Milagrosa, driver of taxi with plate UVK 190, as he failed to appear before the board’s second hearing despite being summoned by the LTFRB through a subpoena.

Habana earlier reported in his Facebook account that the cab driver of his friend, later on learned to be Milagrosa, slipped a .38 caliber bullet inside his friend’s bag on the way to the Ninoy Aquino International Airport for a flight. His friend found it suspicious and asked to be dropped off in Remedios Street, Malate, Manila where he allegedly discovered a bullet was slipped inside his bag.

During the first hearing on the alleged laglag-bala incident, Milagrosa defended himself and denied these allegations which also contributed to his absolution. However, if Habana verifies his claims, Milagrosa will again be called for questioning.

LTFRB process server Eugene Maramapao reported that Habana claimed to be in Iloilo.

Reports said Habana asked the LTFRB to visit him in order for him to recount and verify his report which was considered by LTFRB board member Ariel Inton arrogant and conceited.

“Medyo may kayabangan itong si (Julius) Habana. Kami pa ang board ay gusto niyang papuntahin sa Iloilo. Ngayon baka puntahan na nga siya doon para arestuhin,” Inton said in a statement.
