MANILA, Philippines — The Department of Labor and Employment (DOLE) has tightened the requirements for the issuance of permits for foreign nationals intending to work in Philippine offshore gaming operations (POGOs).

Labor Secretary Silvestre Bello III said foreign nationals applying for alien employment permit (AEP) and seeking to work in POGOs have to submit additional requirements to DOLE, including clearance issued by the Philippine Amusement and Gaming Corp. (Pagcor) to the establishment set to hire the foreign national.

“In addition to the documentary requirements for the issuance of AEPs, the applicant shall also submit copy of recent Pagcor Authorization to Operate, as proof that the POGO establishment is authorized to resume operations,” Bello said.

Bello said the new policy covers foreign nationals to be employed in POGOs operating in areas under modified enhanced community quarantine (MECQ) and general community quarantine (GCQ).

Only selected industries under MECQ and GCQ are allowed to resume their operations.

Based on DOLE data, majority of AEPs applicants are seeking employment in POGOs.

Bello also directed all DOLE regional offices to strictly enforce safety and health measures during the processing and release of AEPs to foreign nationals.

Instead of face to face transaction, Bello said, DOLE Regional Offices may opt for online system or accept applications via email.

He said DOLE regional offices may also avail of courier services to deliver the AEP cards at the expense of the applicants or their employers.
