Bangayan roams free for now

MANILA, Philippines - Justice Secretary Leila de Lima said that Davidson Bangayan, arrested Tuesday for allegedly being the same person as smuggling king David Tan, will be placed under the Look-out Bulletin.

De Lima said that Bangayan must remain on the radar while the National Bureau of Investigation (NBI) continues to gather more information on his involvement in the big-time rice smuggling operations at the expense of government revenues.

She said, however, that state investigators believe that Davidson Bangayan and David Tan are the same person based on testimonies gathered from officials of  rice cooperatives who have encountered him.

Meanwhile, a warrant of arrest lodged against David Tan by the Caloocan Regional Trial Court for pilferage still has to be clarified as both the alias and the real name were not included in the document, De Lima said.
