Government inviting firms to bid for Cancer Center PPP

MANILA, Philippines — The government is inviting interested firms to bid for the P6 billion Cancer Center public-private partnership (PPP) project.

In an advisory, the PPP Center said the University of the Philippines – Philippine General Hospital (UP-PGH) is inviting interested parties to qualify and bid for the Cancer Center project under a 30-year build-transfer-operate PPP.

“Bidding is open to all interested parties, whether local or foreign, subject to conditions for qualification under the bidding documents, the Constitution, Republic Act 6957, as amended by RA 7718 (Build-Operate-Transfer Law) and its Revised 2022 Implementing Rules and Regulations, and other applicable laws and jurisprudence,” the PPP Center said.

Interested firms can now purchase the bidding documents including the instructions to bidders and the draft concession agreement for the project for a non-refundable fee of P500,000.

The Cancer Center facility is the first PPP project under the current administration. The project involves putting up a dedicated cancer hospital that provides international quality treatment.

The private partner will design, finance, construct and commission the new hospital building in the Manila campus of UP-PGH.

It will have 300 beds, with 150 dedicated for sponsored public patients and the other half for self-paying private patients.

UP-PGH will provide clinical services for free to public patients, while the services for self-paying private patients will be provided by the private partner.

The private partner will also provide all major equipment, undertake facilities maintenance, as well as provide non-clinical services including cleaning, catering, laundry, portering and security to the entire hospital over the 30-year PPP concession.

The winning bidder will be selected based on the lowest required annual payment.

Last March, over 60 firms expressed interest in the PPP project by attending the investor’s conference conducted by UP-PGH.
