MANILA, Philippines — Junior and senior high school graduates under the K-12 basic education program are now eligible to apply for first-level positions in the government, following the Civil Service Commission (CSC)’s revision of its educational requirements.

In a press statement, the CSC announced that the updated policy officially recognizes Grade 10 and Grade 12 graduates as qualified for sub-professional roles in the civil service.

“This policy shift aligns the qualification standards with the outcomes of the K-12 education reforms and aims to broaden opportunities for younger Filipinos to join the civil service,” it said.

First-level posts cover clerical, trade, craft, custodial and other sub-professional work, which may include both supervisory and non-supervisory functions.

CSC Resolution 2500229, promulgated on March 6, replaces the previous requirement of at least two years of college education for applicants seeking entry-level positions in the government.

The new policy will take effect 15 days after its publication in a newspaper of general circulation or in the Official Gazette.

However, the CSC clarified that the amended education standards do not extend to positions that require specific higher education degrees or those governed by professional regulatory boards.

In addition to educational attainment, applicants must still meet other job qualifications such as relevant training, experience and eligibility, as may be determined by the hiring agency.

“Appointment in government is also discretionary on the part of the appointing officer or authority, in accordance with existing civil service law, rules and regulations,” the CSC said.
