BIR collections hit P2.47 trillion

MANILA, Philippines — The Bureau of Internal Revenue (BIR) generated P2.47 trillion in gross revenues as of end-September, as it stepped up efforts to encourage voluntary tax compliance and assist taxpayers.
The BIR has three months left to meet its P3.39-trillion target for the year.
The end-September collection was higher by P130.37 billion, or 5.6 percent than the P2.33 trillion collected in the same period last year, based on preliminary data as of Oct. 13, the BIR said in a statement.
For September, revenues stood at P203.58 billion, up by 10.9 percent from P183.53 billion in the same month a year ago.
BIR Commissioner Charlito Martin Mendoza attributed the double-digit increase in September to voluntary compliance and taxpayer assistance initiatives implemented by the revenue regions, Large Taxpayers Service and support units.
“Our taxpayers are doing their part and our revenuers are doing theirs. By reaching out and helping taxpayers comply correctly and on time, we are showing that good taxpayer service and stronger revenue collections go hand in hand,” he said.
Mendoza also cited the agency’s reforms under its DARES agenda, including the implementation of the taxpayer portal, which seeks to make tax compliance more convenient.
The BIR also conducted nationwide CHAT (counsel, help, assist taxpayers) activities to provide direct assistance to businesses and communities.
Mendoza said these initiatives support President Marcos’ order to bring government services closer to the people and Finance Secretary Frederick Go’s push for a more business-friendly environment.
The BIR chief said the agency’s reforms would continue to focus on making tax compliance more accessible, efficient and responsive to taxpayers’ needs.
Separately, the BIR has allowed pharmaceutical retailers, manufacturers, distributors, wholesalers-retailers and wholesalers to enter into an agreement on sharing the senior citizen discount in accordance with guidelines prescribed by the Department of Health.
Under Revenue Regulations 07-2026, the BIR amended rules related to the burden-sharing agreement of establishments claiming senior citizen discount as a tax deduction pursuant to Republic Act 9994 or the Expanded Senior Citizens Act of 2010.
The law requires establishments to grant senior citizens a 20 percent discount on qualified goods and services for their exclusive use and enjoyment.
The document was issued to prescribe the tax treatment of senior citizen discounts, particularly the treatment of such discounts as deductible expenses from gross income.
“If the burden of the discount is shared between or among retailers, manufacturers, distributors, wholesalers-retailers and wholesalers pursuant to a burden-sharing agreement, the total deductible expense from gross income shall not exceed the portion corresponding to the claimant’s share under the said agreement,” it said.
