Beltran appointed president of PTA

MANILA, Philippines — Gil Beltran, Department of Finance (DOF) chief economist, was appointed  president of the Philippine Tax Academy (PTA).

As PTA president, Beltran will serve up to June 30, without prejudice to his subsequent reappointment in the next administration.

Retired DOF assistant secretary Maria Teresa Habitan was also appointed as chancellor of the PTA.

Beltran was first named by President Duterte as a member of the PTA board of trustees representing the academe in January.

Prior to his election as PTA president, Beltran served as the DOF  undersecretary for the Policy Development and Management Services Group, after serving the same role for the Corporate Affairs Group and the Privatization Office.

At the World Bank,  Beltran took on multiple positions, including as alternate executive director, advisor to the executive director and as secretary of the intergovernmental committee for the Group of 24 on International Monetary and Financial Affairs Bureau.

In the academe, Beltran became a visiting lecturer at the University of the Philippines and a lecturer at the Development Academy of the Philippines.

Under Republic Act 10143, the PTA was designated as the learning institution for tax collectors and administrators of the government and select applicants for the private sector.

The law also mandates all existing officials and personnel of the Bureaus of Internal Revenue, Customs and of Local Government Finance to undergo retooling and enhancement programs to be conducted by the PTA.
