Palace sacks Dipolog City school official

DIPOLOG CITY, Philippines – President Aquino has dismissed this city’s schools division superintendent for alleged grave misconduct.

Department of Education-Region 9 director Walter Albos said the dismissed official, Teresita Cascolan, is a career executive service officer earlier appointed by the President. The dismissal order was signed by Executive Secretary Paquito Ochoa Jr., he said.

Albos announced Cascolan’s removal during a recent conference of school administrators here.

The case against Cascolan, according to Albos, was first reported to Education Secretary Armin Luistro by Zamboanga del Norte second district Rep. Rosendo Labadlabad on the basis of a letter-complaint sent to him by Dipolog City assistant schools division superintendent Felix Triambulo who detailed the allegedly irregular procurement by the city schools division of P20 million worth of reading materials.

Luistro then created a fact-finding committee to investigate the alleged anomaly.

Cascolan denied the allegations, saying there was no irregularity in the purchase of the instructional materials.

The probe committee, however, found a prima facie case and recommended the filing of administrative charges against Cascolan and seven members of the schools division’s Bidding and Accreditation Committee.

The Commission on Audit earlier had warned Cascolan that the direct purchase of the reading materials, without justification, would violate Republic Act 9184.

Ochoa said “substantial evidence” exists to prove that Cascolan “abused her position… when she insisted and approved the procurement of the questioned materials despite their non-inclusion in the DepEd-approved list of supplementary books and an existing DepEd moratorium on the purchase of the same.”

Only the other month, Luistro also dismissed from the service three Western Mindanao officials – a former regional director, chief accountant and cashier IV – who were found guilty in an administrative case over the anomalous disbursement of more than P15 million in fund aid for local projects from the Belgian government.
