Sedition raps filed vs transport leader

The Cebu City Police Office has filed a case of inciting to sedition against transport leader Cerecio Mapula for declaring a state of rebellion against the city government after Mayor Tomas Osmeña published the names of drivers who had the most number of unpaid traffic fines.

Acting city police director Josephus Angan and Criminal Investigation and Intelligence Bureau chief Rodolfo Albotra who acted as complainants said that Mapula’s declaration was seditious as it would cause public uprising.

They both said that Mapula’s statement last month, which appeared in the newspapers, declaring a state of rebellion against the city government tended to disturb and obstruct the mayor in executing the functions of his office.

They furthered that such a declaration instigated others to meet together for unlawful purposes, to incite to rebellious conspiracies and riots and stir up the people against duly constituted authorities that would result to the disturbance of peace and order.

Osmeña ordered the publication of the names of the drivers to let the public know the erring drivers who failed to settle their obligations with the city government.

The city government has a collectible of over P122 million in traffic fines from erring drivers. Freeman News Service
