New SEC commissioner named

MANILA, Philippines — President Duterte has appointed Javey Paul Francisco as a commissioner of the Securities and Exchange Commission (SEC).

Francisco replaced commissioner Blas James Viterbo who resigned last February for health reasons.

Francisco has been serving the SEC for 17 years, starting his career in the agency as Securities Counsel II at the SEC Davao Extension Office in 2001.

He was promoted to Securities Counsel III in 2005, then served as officer-in-charge of the SEC Davao Extension Office from 2005 to 2007.

Francisco became director of the SEC Davao Extension Office in July 2007 and has served the position until his new appointment as commissioner.

He earned his philosophy and law degrees from Ateneo de Davao University and also has master’s degree in management from the University of the Philippines.

The SEC is a regulatory agency charged with supervision over the corporate sector, capital market participants, securities and investment instruments market and the investing public.
