Duterte's scheduled one-on-one interview
Senators are preparing a petition to ask the Supreme Court to rule with finality on whether Senate concurrence is also needed in terminating treaties and agreements, Senate Minority Leader Franklin Drilon says.
The 1987 Constitution requires Senate concurrence on ratification but does not mention whether this is needed in withdrawing from treaties.
"This will be a bipartisan move to assert the Senate’s role in foreign policy. While the president is the chief architect of our foreign policy, the Constitution is clear that such a very critical role is shared with Congress, particularly the Senate," he says.
He says Senate President Vicente "Tito" Sotto III and members of the Senate majority are already working on the petition.
