Quezon City issues guidelines on use of firecrackers

MANILA, Philippines — Ahead of the New Year revelry, the Quezon City government has reminded residents to follow guidelines on the use and sale of firecrackers and pyrotechnic devices.

“Please be reminded that the use of firecrackers and the conduct of fireworks displays are prohibited in private residences,” the city government said in an advisory over the weekend.

Fireworks displays may only be conducted in public places with a valid permit and clearance from the Department of Public Order and Safety (DPOS) and the Bureau of Fire Protection.

In 2023, the local government passed an ordinance that limited the use of firecrackers and pyrotechnic devices only in designated areas during special occasions such as the New Year.

“People are prohibited from using firecrackers and pyrotechnic devices in their private property, regardless if the property is in residential or non-residential areas,” the guidelines stated.

Fireworks display in the barangays will be allowed only on special occasions or events, provided that the firecrackers and/or pyrotechnics to be used are not harmful to public health and a clearance is obtained from the DPOS by the event organizer.

Organizers of fireworks displays are required to obtain the necessary clearance at least five days before the event.

They are also required to properly dispose of the waste generated from the activity.

Only businesses with special permits are allowed to sell firecrackers and pyrotechnic devices.

Selling is allowed only in outdoor areas, with stores and stalls required to have at least one fire extinguisher and a large drum with water.

“There should be no storage or actual displays inside malls or similar establishments,” city hall said.

Minors are not allowed to use, handle, maintain, keep or purchase firecrackers and pyrotechnic devices in the city.

The ordinance also prohibits the manufacture of any form of firecracker and pyrotechnic device in Quezon City.

Those violating the ordinance may face a fine of up to P3,000 and up to six months in prison for unauthorized use of firecrackers.
