Booklets no longer needed for seniors’ discount – FDA
In Circular No. 2025-005, the FDA said purchase booklets are no longer needed in getting a 20-percent discount and VAT exemption when buying medicines.

MANILA, Philippines — The Food and Drug Administration (FDA) yesterday warned pharmacies and drugstores requiring senior citizens to present their purchase booklets when availing themselves of discounts.

In Circular No. 2025-005, the FDA said purchase booklets are no longer needed in getting a 20-percent discount and VAT exemption when buying medicines.

Violators of Republic Act 9994 will be fined up to P200,000 and penalized with up to six years in prison.

The FDA noted that the purchase booklet requirement in buying medicines and medical devices has been scrapped by the Department of Health.
