Travel alert requested for officials linked to Oriental Mindoro flood project
After meeting behind closed doors yesterday, the ICI and the other agencies came up with a framework for inter-agency coordination, information sharing and legal procedures as they began the process of forfeiting assets of officials and contractors linked to the flood control scam.

MANILA, Philippines — The Independent Commission for Infrastructure (ICI) asked the Department of Justice (DOJ) to issue an Immigration Lookout Bulletin Order (ILBO) against 17 individuals accused of malversation and graft over the alleged anomalous flood control project in Oriental Mindoro.

The ICI filed the request on November 19, a day after the Ombudsman filed malversation and graft complaints against former lawmaker Zaldy Co, officers of the Department of Public Works and Highways and some officers of Sunwest Corp.

The following are the individuals for whom the ICI requested an ILBO:

  1. Gerald A. Pacanan, CESO III – Regional Director, DPWH MIMAROPA Region IV-B
  2. Gene Ryan A. Altea – Assistant Regional Director
  3. Ruben C. Santos, Jr. – Assistant Regional Director
  4. Dominic G. Serrano – Chief, Construction Division; Bids and Awards Committee (BAC) Chairperson
  5. Felisardo S. Casuno – Project Engineer III
  6. Timojen A. Sacar – Materials Engineer
  7. Montrexis T. Tamayo – OIC-Chief, Planning and Design Division
  8. Juliet C. Calvo – Chief, Maintenance Division
  9. Dennis P. Abagon – OIC-Chief, Quality Assurance and Hydrology Division; Regular Member, BAC
  10. Lerma D. Cayco – Accountant IV
  11. Grace D. Lopez – Regular Member, BAC
  12. Friedrich Karl L. Camero – Vice Chairperson, BAC
  13. Aderma Angelie D. Alcazar – President and Chairperson, Sunwest Board of Directors
  14. Cesar X. Buenaventura – Treasurer and Member, Sunwest Board of Directors
  15. Consuelo D. Aldon – Member, Sunwest Board of Directors
  16. Engr. Noel Y. Cao – Member, Sunwest Board of Directors
  17. Anthony L. Ngo – Member, Sunwest Board of Directors

An ILBO is a directive to immigration authorities to monitor individuals from leaving the country, typically those who are subjects of ongoing investigations or legal cases.

It differs from a hold departure order, which is a court-issued directive preventing an individual from leaving the country.

The complaint filed on November 18 concerns the flood control project for constructing a Road Dike along the Mag-Asawang Tubig River in Naujan, Oriental Mindoro, which carried a budget of P289.5 million.

The DOJ first issued an ILBO to Zaldy Co on September 25. On October 8, the DOJ also issued ILBOs on lawmakers allegedly involved in the flood control corruption scandal.
