MANILA, Philippines — Transportation Secretary Arthur Tugade has opted to focus on finishing projects instead of running for senator in the 2022 elections.

Tugade in a statement yesterday said he decided not to file his certificate of candidacy (COC) for multiple reasons, “one of which is…I can emphasize that the efforts of the Department of Transportation (DOTr) in finishing projects are not, in any way, in aid of election.”

“It is just in doing and completing what we sincerely and honestly think is good for the country, the people and the sambayanan (public),” he added.

Tugade, who was listed as part of the senatorial slate of the PDP-Laban faction led by Energy Secretary Alfonso Cusi, said he would rather continue to work towards completion of DOTr projects.

Previously, he said any decision to run for the Senate would depend on President Duterte’s wishes.

Tugade was the Clark Development Corp. chief prior to his appointment as transportation chief and was Duterte’s classmate at the San Beda College law school.

His offshore investments were recently revealed in the “Pandora Papers” investigation. He, however, defended his family’s offshore investments, claiming that these were a legitimate attempt to grow their financial portfolio.
