Compromise on jeepney modernization, DOTr, transport groups told
MANILA, Philippines — Sen. Grace Poe called on both the Department of Transportation (DOTr) and the drivers and operators of public utility jeeps (PUJ) to be flexible for the success of the jeepney modernization program of the Duterte administration.
In yesterday’s public hearing, Poe, who heads the Senate committee on public services, said the most important thing that both the government and transport groups should have is “openness to new ideas and the willingness to compromise.”
Drivers and operators of PUJs have been threatening to hold a nationwide transport strike to air their opposition to the program, which they said would result in the loss of livelihood of over 200,000 Filipinos who cannot afford to buy the new vehicles envisioned by the DOTr.
Based on initial government estimates, the modern jeeps would cost P1.2 million to P1.6 million each. Although the government would provide a subsidy of P28,000 for each vehicle, the bulk of the cost would be secured through loans from government banks at an interest rate of six percent.
George San Mateo, Pinagkaisang Samahan ng mga Tsuper at Operators Nationwide (PISTON) president, said the modernization program would not work if the cost of the new jeeps is passed on to drivers and operators.
A more viable option, he said, is for the government to provide a subsidy of at least 50 percent of the total cost and an interest-free loan.
But Poe said the proposal is not fair, although she noted that the interest rate should be lower than six percent.
The new jeeps look like mini buses, have Euro 4 or 5 compatible engines, a side entry and are friendly to persons with disabilities, among other features.
While supporting the program, the Alliance of Concerned Transport Organization (ACTO) said the shift should be done gradually so as not to put the over 200,000 drivers and operators out of jobs.
