NEDA seeks approval of Konektadong Pinoy bill

MANILA, Philippines — The National Economic and Development Authority (NEDA) has renewed its call for the passage of the Open Access in Data Transmission bill to strengthen the country’s internet infrastructure and enhance digital connectivity.

Speaking at the “The Future of Philippine Connectivity” forum on Friday, NEDA Secretary Arsenio Balisacan said the agency is pushing for the passage of the Open Access bill or its newest iteration the Konektadong Pinoy bill.

“This landmark legislation embodies our commitment to promoting fair competition and dismantling barriers to entry in the data transmission sector. It aims to reduce costs and expand access to high-quality internet services for all Filipinos, especially those in unserved and underserved areas,” Balisacan said.

The Open Access in Data Transmission bill seeks to address the digital divide by encouraging the development of data transmission infrastructure and removing barriers to competition.

It is part of the priority legislative measures of the government.

The House of Representatives approved its version of the bill on third and final reading in December 2022, while the Senate version is still being discussed.

The bill is aimed at providing affordable Internet access through improved market accessibility, upgrade of physical and digital infrastructure and full participation of individuals and businesses in the digital economy.

Balisacan said the NEDA is hopeful the bill would be passed within this session of Congress.

“In the rapidly evolving digital landscape, the Philippines stands at a critical juncture in its journey toward economic advancement. We cannot overstate enough the transformative power of information and communication technologies that have the potential to revolutionize every aspect of our lives,” he said.

NEDA Undersecretary Krystal Lyn Uy said access to affordable and reliable high-speed internet is not just a luxury but necessary for progress particularly for Filipino households working remotely, farmers in remote communities to access broader markets, online businesses and entrepreneurs and for upskilling and career advancement.

“We firmly believe that the Konektadong Pinoy bill will help the country’s ICT (information and communications technology) sector meet the demands of the 21st century digital landscape by reforming the legal and regulatory framework for internet network infrastructure deployment and spectrum management.

Balisacan said the NEDA also sees the need to amend the Radio Control Law.

“It’s high time we amend that, just like the way we amended the pre-war Public Service Act or Commonwealth Act,” he said
