MANILA, Philippines — A group of companies that includes the operator of the world’s number one airport will be in charge of the operations and maintenance (O&M) of the expanded Clark International Airport, the government said Thursday.

In a statement, the Bases Conversion and Development Authority said the O&M contract for the Clark airport was awarded to the North Luzon Airport Consortium, or NLAC, last December 19.

NLAC’s financial bid offer of 18.25 percent annual gross revenue percentage share was almost twice the 10 percent minimum rate approved by the National Economic and Development Authority Board, the BCDA said.

The NLAC is composed of Changi Airports Philippines Pte. Ltd., Filinvest Development Corporation, JG Summit Holdings, Inc. and Philippine Airport Ground Support Solutions, Inc.

Changi Airports Philippines is a wholly-owned subsidiary of Changi Airports International Pte. Ltd., operator of Changi Airport in Singapore. 

“The bid was awarded after the Special Bids and Awards Committee conducted a stringent and very transparent process with the International Finance Corporation of the World Bank as its transaction adviser, and the Public-Private Partnership Center,” the BCDA said.

“All the requirements and provisions in the 25-year concession will protect not only the interest of the present government but also future governments from undue and contingent risks and liabilities,” it added.

The gateway in Pampanga currently handles 390 domestic and 184 international flights every week. By next year, the Clark airport eyes 11 domestic and 24 international destinations.

The Clark airport targets to register 4.5 million annual passengers by 2022.
