WATCH: Witness plays alleged audio recording of 'GCTA for sale' in action

MANILA, Philippines — A wife of a New Bilibid Prison inmate on Monday played a supposed voice recording of a "Good Conduct Time Allowance for sale" transaction between her and a corrections official for her husband’s release.

The audio recording was an alleged conversation between Yolanda Camilon and Bureau of Corrections personnel Veronica Buño, whom she named "Buday" in her phone contacts.

Camilon at the Senate hearing last Thursday identified Buño as one of the officials she met and who have knowledge in the "GCTA for sale" scheme. 

The GCTA is a law which allows the release of inmates based on the good behavior they displayed while incarcerated.

The witness claimed BuCor officials are selling GCTA credits to accommodate the early release of convicts for huge sums of money. These officials are allegedly tampering the good behavior records of inmates after the payment.

Camilon claimed she paid P50,000 in tranches in February, hoping for her husband's release in March.

She also claimed Buño called her a few times to give an update on her husband’s release.

During the hearing, however, Buño, who was implicated in the "GCTA for sale" scheme, claimed she only met Camilon once. She also denied calling or personally speaking with the witness, prompting Sen. Richard Gordon, who heads the Senate Committee on Justice and Human Rights, to order that the audio recording of the supposed conversation be played.

Despite the audio recording, Buño repeatedly denied that she was the one speaking with Camilon.

Senate President Vicente Sotto III, who disagree with Buño’s denials, then said they would refer the audio recording to a voice recognition team.

“Mahina man pero talagang boses mo ‘yun. Ngayon dahil ayaw mong sabihing ikaw ‘yun, then we will submit it to voice recognition,” Sotto said.

(Audio may be weak but that’s really your voice. Now, because you don’t want to admit it’s you, then we will submit it to voice recognition.)

Buño also said she was designated at the Intelligence Service of the Armed Forces of the Philippines Camp Detention Cell in Camp Aguinaldo and is not working at Bilibid as earlier identified. She clarified that she is only a resident at Bilibid.

The Senate hearing into the GCTA law is now in its fourth session.
