CEBU, Philippines - It is the road formerly known as San Jose Extension from the corner of Gorordo Avenue up to Rahmann Street, Barangay Kamputhaw, Cebu City.

F.D. Tecson, was born on Mar. 16, 1906 in the mountains of Naga, Cebu. He was once a councilor and the third appointed vice mayor of Cebu City. He was appointed on Jan. 28, 1954. A literary genius, he was editor of Bag-ong Kusog of Vicente Rama at the age of 17. He edited his own newspaper, "Ang Mamumuo". He finished his high school at the Cebu High School (now Abellana National School). He was admitted to the Philippine Bar on Apr. 14, 1953. His address while signing his roll of attorneys was Naga, Cebu.

He became President of "Federacion Obrero de Filipinas" and was considered the Labor Force icon during his time. His contemporaries were Avelino Morales and Paulino Sanchez.

The Cebu City Council on June 4, 1976 (City Ordinance No. 942) honored him by renaming the 7th Avenue at the North Reclamation Area in his name. However, in January 1985 the same street was renamed as General Douglas McArthur after the street named after the latter was renamed Serging Osmeña Boulevard. The same street was further renamed to Andres Soriano Jr. Avenue in June of 1987.

The Cebu City Council then on Jan. 24, 2001 on motion of Councilor Jocelyn G. Pesquera enacted City Ordinance No. 1882 renaming San Jose Extension to Florentino D. Tecson, a public servant who distinguished himself particularly in the field of labor by championing the cause of the city's laboring class.

The subsequent ordinances renaming the street named after F.D. Tecson did not repeal or amend City Ordinance No. 942, the ordinance renaming 7th Avenue to F.D. Tecson. Thus in order to avoid confusion, a particular street should be named in his honor.

The ordinance (City Ordinance No. 1882) expressly enacts that all other ordinances, which are contrary to or inconsistent with the ordinance are hereby repealed, amended or modified accordingly.

The ordinance was approved by then city mayor Alvin B. Garcia, the council's presiding officer was Renato V. Osmeña.
