CEBUPEDIA - The Freeman

It is the street formerly known as "Garfield Street" corner Tupas Street, situated in Barangay Suba, Cebu City. The Cebu City Council on Dec. 4, 1978 on motion of Councilor Arturo L. Abellana enacted Ordinance No. 1011 renaming Garfield Street to Andres Borres Street.

Andres Borres of San Nicolas, Cebu City, was a member of the Municipal Board for two terms during the time of Municipal President Fructuoso Ramon when Cebu was then a municipality.

The members of the city council were: Edgar C. Abelgas, Arturo L. Abellana, Pablo U. Abella, Emilio E. Alcoseba, Jose V. Cuenco, Jesus S. Gabuya, Maximino R. Lazarte, Guadalupe O. Mansueto, Telesforo B. Rabaya, Fernando G. Rama, Emeterio L. Supapo, Mario R. Veloso, Bernardo S. Zamora.

The mayor when the ordinance was enacted was Florentino S. Solon, the vice mayor was Ronald R. Duterte, Bienvenido B. Tudtud was the floor leader and the assistant floor leader was Emilio R. Jaca and the secretary to the mayor at that time was Romeo D. Sta. Cruz.

The mother of Andres belonged to the "Ramas Clan", he married Emiliana Abellana Enriquez. He had the following children: Manuela, who married Feliciano Sable; Constancia, who married Severo Erasmo; Leonardo, who married Maria Baclay; and son, Eulogio who married Ramona Ubal Biong.

His son, Eulogio fondly called "Yoyong" who was born on Mar. 11, 1917 a graduate of the University of the Philippines with a degree on Bachelor of Arts in Civil Engineering became mayor of Cebu City. Eulogio, taught in the Department of Engineering at the Cebu Institute of Technology (now CITU) and the University of Southern Philippines. Before becoming mayor, Yoyong was elected councilor of Cebu City. He became Cebu City Mayor, by filling the position left by Sergio "Serging" Osmeña Jr. This was on Jan. 2, 1968 and Sept. 16, 1972 (he was vice mayor then).  

The previous name of the street, Garfield, is said to be named after James A. Garfield, the twentieth president of the United States of America. Born on Nov. 19, 1831 at Orange, Ohio, he died of wounds on Sept. 19, 1881 after being attacked by an assassin. Before becoming a president, he was a senator of the State of Ohio, he also rose from lieutenant colonel to major general in the Union Army in the American Civil War.
