Lawmakers and officials from the Department of Justice did an ocular inspection of the New Bilibid Prison, and were blown away by what they saw. In the maximum security compound, motel-like conditions were enjoyed by the more wealthy prisoners. These “kubols” or huts, had amenities not present, even forbidden at the prison. Exhaust fans, its own toilet, DVD player and several DVDs, even basic kitchen amenities! One was even decked with several mirrors just like a brothel. One can only imagine what goes on in this “kubol”!

I’ve always known that prisons have a sub-culture all their own. Gangs formed by ethnic groupings, controlling certain areas of the prison. Territories, if you like. The NBP is no different, but with a little twist. If you are rich, your time inside, and apparently out of the NBP will be more comfortable, with the obvious blessings of those in charge. This has been proven by the convicted murderer Antonio Leviste when he was caught red-handed outside of the NBP at his building in Makati. Unbelievable but true.

Apparently, business is still conducted while in prison. The illegal drug trade is plied within the walls of the compound, and for those with enough influence and cash, outside as well. And gangs come into play into this already seedy and criminal environment. The word is that drug lords pay off prison officials to have rival drug lords transferred to other penitentiaries. I’m not surprised.

I’ve said before that an overhaul of the NBP must be made in order to restore true justice for everyone concerned. Leviste’s exploits have brought the crimes to the surface. But after these new revelations, it would probably be better if the whole thing was burned to the ground and a new prison built elsewhere, where those who could still go out, would have nowhere to go anyway. Where gangs would be broken up, and their trade halted. Where all prisoners are treated as prisoners and not as VIPs just waiting for their time to get out. A Philippine version of Alcatraz.
