MANILA, Philippines — The Land Transportation Franchising and Regulatory Board has summoned a public utility vehicle operator after his PUV driver refused to convey passengers, including LTFRB Chairman Vigor Mendoza II.

This came after Mendoza, who decided to take a PUV on Thursday to check on the status of public transportation in Metro Manila, chanced upon the PUV driver who refused to accept passengers.

“I encourage all our kababayan to immediately report similar cases. They (drivers) have the guts (to refuse to convey passengers) because most of them are not reported,” Mendoza said.

“The complaints that passengers send to us serve as the information that we will work on to impose discipline and ensure that both PUV operators and drivers are strictly following rules and regulations,” he added.

In the show-cause order, the operator was given five working days from receipt to explain why her provisional authority should not be canceled or revoked over the incident.

A hearing is set on June 23.

“Failure of the respondent to appear before the hearing officer and file an answer shall be considered as a waiver on her part to be heard and shall cause the imposition of a penalty in the amount of P5,000,” the show-cause order read.

Mendoza urged the public to report similar incidents through email, social media and LTFRB hotline 1342, assuring them of a prompt response.

“Let us work together not only to keep our roads safe but in ensuring that passenger rights and protection are respected and observed,” Mendoza said.

Meanwhile, the Department of Health (DOH) has recorded 33,485 road crash injuries involving motorcycles from January to April this year.

The injuries were reported to sentinel hospitals nationwide, according to the latest DOH data.

Majority or 30,588 cases involved motorcycle riders who did not use helmets. The number is 120.57 percent higher than the 13,868 incidents posted during the same period last year.

The health department reminded motorists, especially those set for long trips this weekend, to prepare and take enough rest before hitting the road.

“Do not drive when tired or under the influence of liquor. There should be readiness, discipline among motorists and pedestrians. Always remember the safety reminders when driving. Vehicles should also be in good working condition,” the DOH said.
