Caloocan lawmaker’s son, bro face rape raps

A son and brother of Caloocan Rep. Oscar Malapitan, along with two other men, may be charged for allegedly raping two girls.

In an April 26 report to Northern Police District director Chief Superintendent Pedro Tango, Superintendent Jose Ramirez Valencia, Caloocan City police intelligence and investigation branch chief, identified the suspects only as Along Malapitan, a certain Mayor or Tokong, an alias Michael, and one Larry.

Valencia said that according to the parent of one of the victims, Barangay 137 watchmen apprehended the two girls, aged 14 and 16, on April 12 for violating a curfew for minors.

The girls were brought to the barangay hall at the corner of Tirad Pass and Tandang Sora streets in Bagong Barrio, where they were reportedly “threatened” that they would be brought to a police station and jailed unless they would “accede to the sexual demands of the suspects.”

Along, the barangay chairman, reportedly forced the victims to drink liquor and demanded they have sex with him in the comfort room. The girls were later brought to the nearby motel where Mayor also allegedly raped them.

Valencia said that on April 21, a certain Larry, who introduced himself to the parent of one of the victims as a “close aide” of the congressman, paid the victims P20,000 each in return for their silence.

But on the night of April 25, Valencia said the parents went to the police station to report the incident.

On Saturday, the victims – now in the custody of the Department of Social Welfare and Development – were brought to the Camp Crame crime laboratory in Quezon City for physical examinations.

Valencia said the results showed that both suffered “deep healed laceration wounds on their hymen and diagnosed with previous blunt force or penetrating trauma.”

The STAR called the barangay hall yesterday, but according to a woman who introduced herself as Cedes Whitwell, Along was not around. Whitwell claimed she is a cousin of the barangay chairman.

Asked about the barangay chairman’s relationship to Malapitan, Whitwell said Along is the congressman’s son while Mayor is his younger brother.

The STAR tried to contact the lawmaker yesterday by texting his cell phone, but Malapitan did not reply.

When The STAR tried to contact Valencia at around 1 p.m. yesterday, he was reportedly out of his office at the Caloocan City police station. Police Officer 1 Verlyn Santos was also unavailable at the time. A text message to Valencia was not also answered.

In his report, Valencia said that the case is “for further investigation.”
