Signal No. 1 up in 4 Caraga provinces due to 'Samuel'

MANILA, Philippines ? PAGASA has raised Signal No. 1 over the Caraga provinces of Surigao del Norte, Surigao del Sur, Agusan del Norte and Dinagat Islands.

It added that Signal No. 1 might be raised over Southern Leyte and Eastern Samar as it warned of possible floods and landslides in areas of the Visayas and Mindanao due to Tropical Depression Samuel.

In its 5 a.m. severe weather bulletin, the state weather bureau warned that moderate to heavy rains might trigger floods and landslides in Caraga, Davao Oriental, Compostela Valley, Southern Leyte, Bohol, Camiguin and Misamis Oriental.

PAGASA advised residents of these areas, especially those living near or in river channels or in low-lying and mountainous areas, to take precautionary measures and coordinate with local disaster risk reduction and management offices.

Fisherfolk and those with small seacraft were also warned against venturing out over the areas under Signal No. 1 and the eastern seaboards of Visayas and Mindanao.

As of 4 a.m. Monday, the center of "Samuel" was estimated at 660 km east-southeast of Hinatuan, Surigao del Sur.

It is moving west-northwest at 15 kph, packing maximum sustained winds of 55 kph near the center and gustiness of up to 65 kph.

The tropical depression earlier located in east of Mindanao enters the Philippine area of responsibility at 10 a.m. It was named "Samuel."

Tropical Depression Samuel has already left the Philippine area of responsibility Thursday, but a new cyclone is forecast to enter the country over the weekend.

As of 7 p.m. Thursday, "Samuel" was already outside PAR at 470 kilometers west northwest of Puerto Princesa City, Palawan. It made landfall six times in several areas such as Borongan City, Eastern Samar, Daram, Samar, Caibiran, Biliran, Calubian, Leyte, Barotac Nuevo, Iloilo and Roxas, Palawan.

Meanwhile, PAGASA said the severe tropical storm spotted off Visayas has developed into a typhoon outside PAR and is likely to enter the country on Saturday.

Typhoon Man-yi could be the Philippines' 20th tropical cycle once it enters PAR. It will be locally named as "Tomas."

Tropical Depression Samuel has slightly intensified and is seen to enhance into a tropical storm as it moves westward away from the Philippine landmass.

PAGASA says "Samuel" is expected to exit the Philippine area of responsibility tonight. All tropical cyclone signal warnings have been lifted. 

Meanwhile, the tropical cyclone outside PAR with the international name "Man-yi" has intensified into a severe tropical storm. It is forecast to develop into a typhoon within the next 48 hours. 

It has less chance of landfall.

Tropical Depression Samuel maintained strength as it moves over the West Philippine Sea, PAGASA says. It is expected to exit the Philippine area of responsibility between tonight and Friday early morning.

Meanwhile, PAGASA is monitoring a new tropical storm with the international name Man-yi outside PAR. It is forecast to enter PAR on Sunday or Monday and will be named "Tomas" It is seen to intensify into a typhoon.

Tropical Depression Samuel has made its fifth landfall over Barotac Nuevo, Iloilo at 9 a.m. today.

"Samuel" is forecast to exit the Philippine area of responsibility between tomorrow evening and Friday morning.

PAGASA has raised Signal No. 1 over Romblon, southern Oriental Mindoro, southern Occidental Mindoro, Palawan including Calamian and Cuyo groups of islands, Northern Cebu, northern Negros Occidental, Guimaras, Iloilo, Capiz, Aklan, and Antique.

"Samuel" is now over the Visayan Sea and heading toward Iloilo, PAGASA says.
