Frasco pushes for separate Liloan National High School

CEBU, Philippines — True to his word of making education his top priority, neophyte Congressman Vincent “Duke” Frasco of Cebu’s 5th District filed his first bill in the House of Representatives seeking to make an independent national high school in Liloan.

Frasco wants to convert an existing high school as an independent Liloan National High School and for the national government to appropriate funds for the educational facility.

 The bill seeks to separate the Liloan National High School – Poblacion Annex from its mother school, the Arcelo Memorial National High School in Barangay San Vicente.

Once approved, the high school in Barangay Poblacion will gain fiscal autonomy and its administrators will be able to function more independently.

“This delineation will allow the independent school access to a regular source of funds, for the purpose of enhancing the delivery of basic education, and improve the quality of education it offers,” read a statement from Frasco’s office.

A staunch advocate of education, Frasco has consistently supported various initiatives to benefit students in the fifth district. Through a scholarship program, he enabled thousands of students to enroll in college.

The scholarship program started during his nine-year stint as mayor of Liloan, with an initial funding of P400,000 and 48 beneficiaries, growing to P20 million with 3,500 beneficiaries. He is seeking to extend this program for the entire fifth district of Cebu covering 10 towns and a city.

The district is composed of the towns of Liloan, Compostela, Catmon, Carmen, Sogod, Borbon, Pilar, Puro, San Francisco, and Tudela and the City of Danao. — FPL (FREEMAN)
