PNP: Gun-wielding man in road crash surrenders

MANILA, Philippines — A licensed protection agent has been identified as the person who brandished a firearm outside a pickup truck, which figured in vehicular accidents in Taguig and Makati.
Philippine National Police spokesman Brig. Gen. Randulf Tuano said the agent, Joey Sabando, is under investigation.
Sabando turned himself in to the Makati police on Monday with his .45-caliber handgun.
Sabando was recorded in a viral video breaking the windows of a pickup truck with a handgun. The vehicle was involved in an accident along Chino Roces Avenue in Barangay Fort Bonifacio, Taguig.
Brig. Gen. Rudecindo Reales of the Supervisory Office for Security and Investigation Agencies said Sabando has a protection agent license valid until Oct. 3, 2029.
Sabando defended his presence at the scene, saying he was just protecting the pickup truck’s driver from getting ganged up by irate motorists who chased him up to Barangay Magallanes in Makati.
Tuano said Makati police chief Col. Pedro Alagano has been instructed to validate Sabando’s statement.
The Makati police is set to file complaints for alarm and scandal against Sabando.
Firearms and Explosives Office legal officer Lt. Col. Domer Tadeo said they have started a motu proprio investigation against Sabando for possible violation of Republic Act 11917, the Private Security Services Industry Act.
