No more mobile “Pungko-Pungko” CITOM bans “multicab vendors”

CEBU, Philippines - The Cebu City Traffic Operations Management has started banning “multicab vendors” from parking at Cebu City parking bays to sell their food and other merchandise.

The CITOM Board decided to ban them two weeks ago after the concern was raised by the Garbo Asenso Sumbanan Alyansa (GASA) and their own parking aides.

CITOM Executive Director and lawyer Rafael Christopher Yap said concerns were raised on the authority of these vendors to sell sans a business permit, the garbage they leave on the road and the traffic they cause.

These multicab vendors pay to park for two hours in the city’s pay parking zones to do business. They go after two hours and come back in a while.

Some complained of the garbage these multicab vendors leave.

Apart from paying the P20 per hour parking fee, these ambulant vendors are not regulated by GASA.

GASA regulates sidewalk vending.

Multicab vendors are spotted frequently along pay parking bays at Salinas Drive, Colon and Fuente. The city has a total of 150 parking bays to patrol.

Yap said there was no restriction in the past because the city ordinance has no provision prohibiting them from parking.

CITOM will refer the matter to the council for guidance if there is a need to amend the ordinance to implement the restriction.

Yap said it was supposed to be referred to the council since last week yet had it not been for the holiday. —(FREEMAN)
