MANILA, Philippines — The Department of Agriculture has formalized the extension of the anti-dumping duty charged on wheat flour imports from Turkey until 2026.

The DA issued Department Order 12 for the second extension of the anti-dumping duty on imported wheat flour from Turkey for another three years.

This follows the Tariff Commission (TC) order on Dec. 18 to extend the application of anti-dumping duties on the commodity.

The order, published on Dec. 23, will take effect 15 days after.

The TC concluded that the termination of anti-dumping duties “is highly likely to lead to the continuation of dumping” while the “imposition of definitive anti-dumping duties prevented the occurrence of material injury to the domestic industry.”

The commission further said that terminating the imposition of anti-dumping duties would highly result in “material injury to the domestic wheat flour industry.”

The DA imposed the anti-dumping duties on at least 13 major exporters of wheat flour to the country.

These include Unay Gida Nak San Ve Tic Ltd Sti with a 16.19 percent weighted average dumping margin; Dost Gida Sanayi Ve Ticaret A.S. with 15.43 percent; Tekinak Gida Sanayi Ve Ticaret A.S with 13.72 percent; Tekirdag Un San Ve Tic Ltd Sti with 12.6 percent; Karahan Degirmencilik Ltd Sti with 7.91 percent; Akduy Gida Traim Tarim Ins Nak San with 5.9 percent; Erisler Gida Sanayi Ve Ticaret with 5.07 percent; Eksun Gida Tarim San Ve Tic A.S. with 4.72 percent; Turun Gida San Ve Tic A.S. with 4.6 percent; Kale Madencilik San Ve Tic A.S. with 3.55 percent; Dork Marmara Un Sanavi Ciligi A.S. with 2.12 percent; Ulusoy Un Sanayi Ve Ticaret with 3.04 percent; and Ulas Gida Un Tekstil Nakliye Ticaret Ve Sanayi A.S. with 2.87 percent; other exporters (All Others’ Rate) with 16.19 percent.

On the other hand, the agency terminated the imposition of the anti-dumping duty on four Turkish exporters with less than two percent of exports or none.

These include Ektas Tarim Urunleri End Ve Tic A.S., Ozdoyuran Dis Tikaret Ve Un Sanayi, Yorukugullari Gida Sanayi Ve, and Yuksel Tezcan Gida San Ve Tic Ltd. Sti.

For first-time exporters, the DA said no anti-dumping duties shall be levied on imports from such exporters or producers while the review is being carried out by the TC.

The TC first approved the anti-dumping duty on Turkish wheat flour imports in 2015.

The first three-year extension of the anti-dumping duty was cleared in September 2020.
