PPP Center, MOEJ to develop solid waste management project

Louella Desiderio - The Philippine Star

MANILA, Philippines — The Public-Private Partnership (PPP) Center and Ministry of Environment – Japan (MOEJ) are collaborating to develop projects in the solid waste management sector.

In a social media post, the PPP Center said it recently held a kick-off meeting with MOEJ for the collaboration.

Present during the meeting  were MOEJ vice minister Hiroshi Ono, MOEJ director for sustainable infrastructure Junko Nishikawa, MOEJ study team leader Makoto Kosaka, PPP Center executive director Cynthia Hernandez and PPP project development service director John Dominic Zafe.

MOEJ offered to provide technical assistance to the PPP Center for the development of solid waste management PPP projects.

It also offered to work with the PPP Center on the conduct of capacity development activities and formulation of policies.

The PPP Center is mandated to facilitate the implementation of PPP projects in the country.

As the main driver of PPPs in the country, it provides technical assistance to national government agencies, government-owned and controlled corporations, government financial institutions, state universities and colleges, and local government units for the development and implementation of infrastructure and other development projects.

Earlier this year, the PPP Center entered into a memorandum of understanding with the Organization for PPP Promotion Support  to enhance the cooperation between the Philippines and Japan in encouraging PPP investments.

Given the Philippine government’s limited resources, it is pushing for PPPs to develop and upgrade infrastructure.

Last March, the National Economic and Development Authority Board chaired by President Marcos approved 194 infrastructure flagship projects (IFP).

Of the IFPs, 30 percent will be financed through PPPs.

The IFPs are expected to help achieve the government’s goal of addressing challenges to job creation and poverty reduction.
