MANILA, Philippines — To cope with the growing demand for public-private partnership (PPP) consultants and practitioners, the Center for Global Best Practices, in partnership with Quantum Prisms Consulting Inc., will host the second and third series of its pioneering program titled, PPP Certification Course. Module 2 will focus on “The technical, financial and environmental aspects of PPPs” to be held on Nov. 8 and 9, 2018. It will feature three distinct lecturers: Antonio Rex Chan, who was involved in the implementation of major infrastructure projects such as Subic-Clark Tarlac Expressway and Subic Bulk Port and New Container Terminal. He has prepared project proposals and pre-feasibility study for several projects on reclamation, monorail, LRT, MRT, tollway, port and airport; Atty. Wilman Pollisco, who has extensive years of engagement in development and environmental projects. His experiences include governance and enforcement of environmental laws, management of natural resources, the environment and its protected areas. Currently, he is the local government unit and civil society organization (LGU/ CSO) engagement specialist of the USAID Protect Wildlife Project; and Armando Allí, who has 36 years of experience on architectural, allied design and environmental planning. Over the last 10 years, he focused on the project and / or design management of contracted professional consulting services for several Philippine registered and international consulting firms.

This program will help understand project finances of PPPs and assess its financial viability and bankability when proposing PPPs. This program will demonstrate financial modeling for different PPP projects; help evaluate its technical feasibility and show the different approach to value engineering and its analysis. Learn to set the bar for minimum performance standards and specifications (MPSS) and risk allocation matrices (RAMs) for PPP projects. It will extensively cover environmental considerations for infrastructure – its requirements, procedures and securing environmental compliance certificates.

This will be followed by Module III on Dec. 6 and 7, 2018 with the topic focus on “Contracts and Terms of Reference” to be held at the Manila Marriott Hotel, Pasay City, Philippines.

There are 24 ways to do public-private partnerships. Understanding these can create value and a great advantage for one’s organization.  LGUs, GOCCs and national government agencies must have their own certified PPP specialist to reap the benefits of the PPP bandwagon.

Registration is open to the general public. Public Officials and government employees attending training programs like this are exempted from the P2,000 limit set by COA based on the DBM Circular 563 dated April 22, 2016.  Interested participants are encouraged to avail of the early payment savings and group discounts. Seats are limited and pre- registration is required.
