'Power supply agreements' ipinare-review kay Duterte

MANILA, Philippines — Nanawagan si Bayan Muna Rep. Carlos Zarate kay Pangulong Rodrigo Duterte na utusan ang regulatory bodies at mga ahensya para muling silipin ang power supply agreements na pinasukan ng gobyerno sa mga generation companies.

Tuloy-tuloy kasi ang rotational brownouts buhat ng yellow alert at red alert na nakataas sa Luzon grid.

Makikita ang listahan ng mga nawalan ng kuryente kanina dito.

"Sa nangyayari kasi ngayon ay laging dehado ang mga consumers lalo pa at ilang linggo nang naka-yellow alert at 3 araw ng naka-red alert. Kesyo sabay-sabay daw kasing nasira ang mga power plants pero mula 2012 pa pala na ganun ang nangyayari," ani Zarate.

Ayon sa Meralco, apektado ng manual load dropping ang rotational brownout.

Matatandaang iniutos ni Duterte na masilip muli ang mga kontratang pinasukan ng gobyerno sa mga pribadong sektor simula nang magkaroon ng krisis sa suplay ng tubig.

Ayon sa Bayan Muna, tila sadya at hindi na nagkataon ang mga nangyayari sa ngayon.

"Suking-suki sa mga coordinated na pagkasirang ito mula 2012 ang Sual power plant, Calaca power plant at Pagbilao power plant at maging ang Malaya thermal power plant pero may mga bago na din tulad ng SCPC, SLPGC at SLTEC," sabi ng mambabatas mula sa Davao.

Pagtataka nila, bakit sabay-sabay nagbre-breakdown ang mga powerplant sa panahon kung kailan mataas ang demand sa kuryente.

Ngayong mainit kasi ang panahon, tumataas ang bilang ng mga gumagamit ng electric fan, air conditioner, etc.

"'Di talaga masisisi ang consumers na mag-isip na niluluto ito para tumaas ang singil sa kuryente," dagdag niya.

"Pres. Duterte should immediately order the review of the PSAs of these generation companies as well as those in the works like the 7 midnight deal PSA of Meralco- related companies and the ERC chief among which is the Atimonan One power plant."

Banggit ng mambabatas, mababagahe raw nang husto ang mga consumer oras na ipasa ng Meralco ang tumataas na construction cost ng subsidiary na Atimonan One Energy Inc. (Atimonan One).

Ang P15 bilyong dagdag na gastusin mula sa interes sa utang at gastusin ng imported equipment ay magreresulta sa P1.80 per kwh dagdag sa capacity cost, dahilan para tumaas ang power rate sa P7.46/kwh.

"This would be exorbitant compared to other players who offer electricity for as low as P2.95/kwh," paliwanag niya.

Pangangailangan ng karagdagang planta

Kahapon, sinabi naman ni Meralco Chairman Manuel Pangilinan na sadyang hindi mahuhulaan kung kailan magshu-shutdown ang mga planta.

"We just have to build more plants, 'di ba? That's the only solution I could think of," sabi ni Pangilinan sa mga reporters.

Wala naman daw sila masyadong magagawa pagdating sa problema dahil mas distribution company sila.

"We have a number of power plants... for approval, but even if we get approval today, it would take a number of years to build it," dagdag ni Pangilinan.

Sa ngayon, sinusubukan na raw nilang pumasok sa solar at wind energy generation ngunit aabutin pa raw ito nang isa hanggang dalawang taon bago maitayo.

Sumang-ayon naman ang Murang Kuryente party-list sa suwestyon ni Pangilinan, ngunit gusto raw nilang lumayo sa tipo ng mga planta na gusto ng negosyante.

"[W]e need cleaner and more sustainable energy sources that are immune to the vagaries of currency fluctuations, more resistant to mechanical breakdowns, and cleaner for the environment," ani Gerry Arances.

Gayunpaman, sinabi niya na hindi pa naman daw kailangan ang agarang pagtatayo ng mga panibagong planta.

"The situation should prompt policymakers to look at amending the law as this only shows that we are at mercy to the whims and manipulation of the power companies involved in the unplanned power outages," dagdag ng MKP.

"There is no better time for the country to invest and push for cleaner and more sustainable energy sources. Pushing for coal is not sustainable for the long term and it is not safe for the people and for the environment."

'Missionary charges'

Pinasisilip din ngayon sa presidente ang "missionary charges" na ipinapasa raw sa consumer imbis na bawasan taun-taon ang increase.

"In the off-grid islands not connected to the national grid, most of the power generation use expensive diesel and bunker fuel that costs P12.00 to P15.00 per kwh that the island communities cannot afford to pay," sabi ni Makabayan senatorial bet Neri Colmenares.

Aniya, P5.80 lang hanggang P6.00/kwh ang sinisingil ng gobyerno sa consumer at binabayaran ang diperensya bilang "missionary subsidies. Sinisingil daw nila ito sa national electric users sa halagang P0.15/kwh.

"We therefore cannot understand why the average subsidy in Marinduque is 12.44 to 22.65 per kwh and in Occidental Mindoro it is P15.91 to 19.98 per kwh.Pinapasa na nga sa national electric users tapos ang taas pa ng singil sa mga taga-island provinces.Dapat talagang mabusisi ito dahil mukhang may malaking kumikita dito," panapos ni Colmenares.

Nangyayari ang paputol-putol na suplay ng kuryente sa gitna ng paputol-putol na suplay ng tubig dahil sa krisis ng Manila Water.
