DepEd creates bids committee for PPP school infra

MANILA, Philippines - The Department of Education (DepEd) has created a committee to prequalify bids for the Public-Private Partnership for School Infrastructure Project (PSIP).

The department order signed by Education Secretary Armin Luistro states that the inter-agency Prequalification, Bids and Awards Committee (PBAC) shall be “responsible for all aspects of the procurement process for the PSIP.”

The PBAC shall review and issue the invitation to bid and bidding documents for the PSIP. It will also conduct pre-procurement and pre-bid conferences, receive bids from pre-qualified bidders, evaluate the bids, select the winning bidder and recommend the acceptance and award of the contract.

The committee will be chaired by DepEd Undersecretary Francisco Valera for Finance and Administration. Its members include DepEd Assistant Secretary Tonisito Umali, Assistant Sec Jesus Mateo, Public Works OIC Director Judy Sese, and DepEd Administrative Service OIC Engr. Oliver Hernandez.

DepEd earlier issued an invitation to prospective bidders to pre-qualify to bid for the design, financing, construction and maintenance of one-story school buildings. The total number of classrooms indicated in the invitation to prequalify for bidding is 9,332. These shall be constructed in Region 1, Region III, and Region IV-A. Each school building will consist of classrooms, toilets, and classroom furniture.

Prospective bidders shall first be pre-qualified by DepEd based on legal, technical, and financial capability. Those that pre-qualify shall be invited to bid.

A quorum of the PBAC shall compose of a simple majority of all voting members.
