PNPA exec dismissed for sexual abuse

MANILA, Philippines — An officer of the Philippine National Police Academy accused of allegedly sexually abusing a PNPA cadet has been dismissed from the PNP.

“The National Police Commission has dismissed Maj. Anthony France Ramos after he was found guilty of grave misconduct and conduct unbecoming of a police officer,” the Napolcom said in a statement yesterday.

The dismissal stemmed from a complaint filed by a cadet who accused Ramos of performing oral sex on him against his will at the PNPA barracks in Silang, Cavite on July 31.

Napolcom vice chairman and executive officer Rafael Vicente Calinisan said the complainant’s allegations were supported by sworn statements of two other officials who found the cadet in distress after the incident.

Calinisan said the police official abused his authority as a superior officer to obtain sexual gratification, making him guilty of grave misconduct and breaching ethical standards that brought dishonor to the PNPA and the PNP.

“Major Ramos’ acts were despicable and must be condemned and punished. He is unfit to continue wearing the police uniform,” Calinisan said.

He said the Napolcom does not condone sexual misconduct by any PNP member, noting that acts of immorality and abuse of power have no place in the police organization.

Two other PNPA cadets filed similar complaints against Ramos. They said the abuses occurred also in July.
