Incoming PNP chief to instill fear on criminals by producing blood

DAVAO CITY — Chief Supt. Ronald dela Rosa, incoming Philippine National Police (PNP) chief, would like to "instill fear" on criminals once he assumes national office. 

In a media interview earlier today at the SM Annex in Davao City, dela Rosa bared that local police operations against criminals would be brought to the national level.

Tok-Hang or tok-tok hangyo (knock and plead) and Pak-Gang or Pitulon ang Kabatan-on sa Gang (cut the youth's involvement in gangs) are among the operations named by "Bato" that would be practiced by the PNP under the Duterte administration.

However, knowing that the criminals outside his old dominion in Davao City have developed quite an immunity against police forces, dela Rosa said he will "instill fear by producing blood."

"Syempre iba sila sa nakasanayan nating criminals dito sa Davao but we will not pursue them no matter what," he added.

The Tok-Hang operation is within barangay levels and is designed to cut the umbilical cords of street peddlers from their drug lords. The local police would knock on the criminal's doors and plead for them to stop their illegal activities.

"When they resist arrest, that's when we do our duty. Lalaban din kami at dapat sa labanan, ang pulis ang buhay," he explained.

When asked how to react if a policeman is proven to have ties with illegal activities, he said the punishment would be different.

"Basta pulis, hindi na yan 'knock and plead.' Babatukan na yan agad," he concluded.
