University in hot water over English-only policy
MANILA, Philippines — A government-run university in Cabuyao, Laguna is under fire for its language policy that requires everyone who steps on campus to communicate exclusively in English in the name of producing “globally competent” graduates.
Starting on Monday, the Pamantasan ng Cabuyao (PNC) enforced its “English only” policy, which mandates all transactions, classes and interactions on campus to be “conducted exclusively in English, both in written and spoken communication.”
“In line with our vision of developing globally competitive and world class students, the Pamantasan ng Cabuyao (University of Cabuyao) is now an English-speaking campus starting Feb. 03, 2025,” read a statement by PNC president Librado Dimaunahan.
“All transactions [and] engagements with officers, students, employees and workers should be communicated in English, whether written or otherwise. For strict compliance,” he added.
PNC said the policy covers students, faculty, staff and other university personnel “to cultivate a strong English-speaking environment.”
The measure was met with mixed reactions, with some criticizing the policy due to its counter-productivity and the “unnecessary” restrictions it places on members of the university’s community.
Many academics and scholars have also stressed the importance of using the mother tongue in education and how the policy undermines cultural identity.
While the language policy appears absolute, existing policies of the Commission on Higher Education (CHED) only seek to “promote and encourage” the use of English as the primary medium of instruction in colleges and university.
“We encourage everyone to fully support this initiative as we strive to produce globally competent graduates,” PNC said.
