DBM issues guidelines on benefits for gov’t scientists, tech workers

MANILA, Philippines - The Department of Budget and Management (DBM) and the Department of Science and Technology (DOST) have released guidelines on the issuance of benefits for government scientists, engineers, researchers and other science and technology workers under Republic Act 8439.

DOST Secretary Mario Montejo said science and technology workers, including those of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), are entitled to receive their Magna Carta benefits.

PAGASA is an attached agency of the DOST.

“Definitely, this is a positive development for our government scientists in the DOST and other agencies such as PAGASA,” Montejo said.

He said the DBM-DOST Joint Circular No. 1 lays down the rules for the issuance of benefits of science and technology workers.

Oswaldo Santos, DOST assistant secretary for finance, said that before the benefits came from the savings of the agency. But now, the funds will come from the DBM.
