NCAP back in 6 Metro Manila cities on October 5

MANILA, Philippines — Months after the Supreme Court (SC) lifted the temporary restraining (TRO) order against the no-contact apprehension policy, six local governments in Metro Manila will reimplement the NCAP starting Oct. 5. The NCAP will resume in Manila, Muntinlupa, Parañaque, San Juan, Valenzuela and Quezon City.
In July, the SC lifted the TRO and dismissed the consolidated petitions challenging the legality of the NCAP in Metro Manila cities.
According to the SC resolution, the NCAP was implemented to “ease traffic congestion and curb opportunities for corruption.”
Under the NCAP, traffic violators will be apprehended through captured footage from digital cameras.
The policy also provided for the digital issuance of notices of violation and the right of violators to contest citation tickets before the Traffic Adjudication Board.
A standardized fine will be imposed on violators in accordance with the Metro Manila Traffic Code of 2023.
Violators can settle traffic fines through the online payment channels provided by the implementing local government units.
The Metropolitan Manila Development Authority launched NCAP services on eGovPH Super App in July to allow motorists to pay their traffic violations. – Ghio Ong
