No promotion for 5 MCC grads

CEBU, Philippines - Five graduates of Master of Education from the Mandaue City College (MCC) run by Dr. Paulus Marie Cañete and who are currently working with the Department of Education in Mandaue City may not avail of a promotion this year.

A source from DepEd-Mandaue told The FREEMAN that the five are supposed to be promoted to Master Teacher I, however, it was found out that they failed to secure a Certification and Verification (CAV) from the Commission on Higher Education, a basic requirement for promotion.

The source said that without the certification, evaluation of the five workers’ promotion would have to be held in abeyance. The requirement is stipulated in Regional Memorandum 216-2011.

The source said Dr. Elmer Ripalda of MCC went to the DepEd Division Office and urged the DepEd officials to promote the school’s five graduates but was told to raise his plea to DepEd Regional Director Recaredo Borgonia. The other option is to contest the DepEd memorandum in court.

But Cañete said they will not go to court, but will appeal the matter to the Department of Justice. Seeking promotion or getting promoted is reportedly a right of the workers.

Cañete said it is possible that someone from the Mandaue City Hall, the MCC under Dr. Susana Cabahug or even CHED has circulated among the schools in the city CHED’s notice that Cañete’s school is operating illegally.

“Kun aduna man gani’y sanction ipahamtang sa eskwelahan kun ipasarado na, dili unta iapil ang mga estudyante,”Canete said.

 Last October 4,2010, Borgonia issued a memorandum informing Cañete that his school’s education students are no longer allowed to engage in practice teaching, a requirement for their Education 20 course. Borgonia also said to have barred the promotion of teachers whose graduate units were earned from Cañete’s school.
