Microsoft to assist Stradcom in LTO computerization project

Microsoft Phils. recently signed an agreement with Stradcom Corp. that will enable the two companies to promote e-governance initiatives in the Philippines.

Under the agreement, Microsoft will assist Stradcom in the development of the Compulsory Third Party Liability (CTPL) insurance authentication facility and the drug test results’ validation facility.

These facilities will interface with the Land Transportation Office-Information Technology (LTO-IT) Project, which Stradcom is undertaking with Unisys Phils. as the system integrator.

The CTPL insurance authentication facility will be the "middleware" bridging the service providers of the motor vehicle insurance with the LTO-IT system that maintains and manages the motor vehicle databases.

This interface will allow evaluators at LTO’s district offices nationwide to validate the authenticity of the motor vehicle insurance during the motor vehicle registration and driver’s licensing processes. This will be done online and in real time.

The drug test results’ validation facility will also be the "middleware" bridging the service providers of drug test results with the LTO-IT system.

Jose Chua, Stradcom president and chief executive officer, expressed satisfaction over the strategic partnership between his company and Microsoft.

"We are fortunate that a world-class company such as Microsoft has joined us in our endeavor to fully streamline and computerize the operations of LTO," he said.

Chua said Stradcom, together with its partners, is committed to transform LTO into a modernized agency that provides better public services in terms of delivery, accuracy and efficiency.

For his part, Microsoft Phils. managing director Richard Francis said they are more than ready to help the Philippine government improve public service with information technology.
