NLEX, DPWH fasttracking right-of-way turnover for Harbor Link

MANILA, Philippines — Metro Pacific Investments Corp. unit NLEX Corp. and the Department of Public Works and Highways (DPWH) are fast-tracking the turnover of the remaining right-of-way (ROW) needed to complete a section of NLEX Harbor Link Segment 10 by the end of the year.

DPWH and NLEX officials yesterday reported that ROW accomplishments for the section between Karuhatan, Valenzuela City to C3 Road, Caloocan City now stand at 95 percent.

The section is a 5.58-kilometer (km) six-lane elevated expressway that is targeted for completion by the third or fourth quarter.

According to NLEX and DPWH, the available ROW in Valenzuela City is currently 96 percent, while it is at 86 percent in Caloocan City.

“We are committed to deliver the remaining right-of-way so we can finish this important infrastructure that will decongest traffic in Manila as soon as possible,” Public Works Secretary Mark Villar said.

The entire NLEX Harbor Link Segment 10 is an 8.25-km elevated expressway traversing the NLEX from Karuhatan, Valenzuela City, passing through Malabon City, Caloocan City and extending to Radial Road 10, Navotas City.

The extension project to Radial Road 10, Navotas City is targeted for completion by the fourth quarter of next year.

Designed to provide direct access between the Port Area and the northern provinces of Luzon via NLEX, the elevated expressway has been envisioned to ease traffic congestion and facilitate efficient delivery of goods to and from Harbor area and Central and North Luzon.

Included in the government’s Build Build Build program, the NLEX Harbor Link Segment 10 is expected to ease traffic congestion especially along the western Metro Manila road corridor.

Once opened, travel time from the Manila port to the NLEX will take approximately 10 minutes, making it possible for cargo trucks to improve their turnaround time for delivery of goods.

“Our team has been working double-time to complete the NLEX Harbor Link Segment 10 as scheduled. We are confident that our government partners will help us realize soon our vision of providing fast and safe travel experience to the public through this project,” NLEX senior vice president for Tollway development and engineering Raul Ignacio said.

Meanwhile, NLEX said construction work is continuing on the C3 to R10 section of the NLEX Harbor Link Segment 10 with the foundations of the elevated road now in place at the site of the future NLEX Caloocan Interchange on C3 Road.
