Seminar on planning, budgeting for LGUs

MANILA, Philippines - For the private sector, understanding the right planning, budgeting, procurement processes of the local government as a client  can be very useful so they may know how their products and services may be included as part of the LGU budget for procurement.  Business bags the deal when they lobby early on during the planning stage. 

For the public officials, procurement they would know, does not simply start with the preparation of the Annual Procurement Plan and ends with the issuance of the Notice of Award. An excellent procurement system recognizes the vital linkage between Planning, Budgeting and Procurement. Unfortunately, for a lot of procurement practitioners, procurement is viewed as a singular, compartmentalized process by itself. This two-day best practices program will provide participants with a wholistic view and comprehensive understanding of the various and diverse activities and the coordination of different offices of LGUs including the Planning and Development Office, Budget Office and BAC with its secretariat. The seminar-workshop’s objective is to ensure LGUs are truly effective in successfully getting approval for their budget plans and procurement requirements. There is no training being done by any government agency or group that combines these various and diverse activities into one seamless whole. For the private sector doing business with the LGUs, understanding these LGU processes will make you more effective in your LGU business transactions.

This special program will feature Edmund B. Talle who held the position of Director III, Department of Budget and Management for Region VIII from 1987 to 2012. He has conducted various trainings on Budget Operations Manual, Public Expenditure Management, Enhancing Competencies of Provincial BAC and other Stakeholders, and Interpretation of the Procurement Law IRR. His contribution to government service includes the simplification of IRA releases to Local Government Units where he has also extended various technical assistance to many agencies and LGUs. He was recognized in 2009 with a Merit Award for Exemplary Performance in his Certification Program for the Professionalization of Public Procurement Practitioners and Functions.
