HLURB hastens RE transactions

MANILA, Philippines - Vice President Jejomar C. Binay said the Housing and Land Use Regulatory Board (HLURB) is now developing a legal monitoring system that would help fast track the resolution of conflicts involving homeowners associations and real estate transactions.

Binay, chairman of the Board of Trustees of the Pag-Ibig Fund and of the Housing and Urban Development Coordinating Council (HUDCC), said the HLURB formed a committee to formulate and draft the guidelines for the system which should indicate the tasks to accomplish as well as identify the person assigned to perform the task.

“The system is an improvement of the existing practice which relies heavily on record book,” Binay said.

“In this framework, the concerned groups will work closely with each other and the information technology group will be tapped in order to systematize and monitor government actions as well as the results,” Binay added.

Binay said the monitoring system would start at the filing of verified complaint/petition until execution pending appeal.

He said it is also expected to improve coordination between arbiters and their paralegal staff with the latter having the primary responsibility to keep and maintain a record of the case.

“The HLURB Board revised the HLURB Rules of Procedure which significantly sped up the disposition of cases since its implementation. They expressed optimism that the new monitoring system will produce efficient results,” Binay said.

Binay said that similar to the rest of the monitoring systems implemented by the government, the legal monitoring system was adopted by the Board in adherence to the principles of transparency and social accountability.

The HLURB is the national agency charged with the regulation of the real estate industry. Its mandates are spread across planning, regulation and adjudication.
