BIR to put up Internet cafe-like facilities for taxpayers

MANILA, Philippines - The Bureau of Internal Revenue (BIR), will put in place an Internet café-like facility in roughly 30 revenue district offices in Metro Manila by March, which taxpayers can use to settle their payments with the agency.

The so-called eLounge facility aims to ease the long queues at the different revenue district offices especially during tax filing season, which is every April.

By June, the BIR hopes to put an eLounge facility in all of its revenue district offices nationwide.

Internal Revenue Commissioner Kim Henares said the move is in response to requests from taxpayers who do not have access to computers to be able to transact with the BIR electronically.

On Thursday, the agency formally lounged the facility in its revenue district office in Pasig.

Henares said the facility aims to improve the efficiency of taxpayer service through the utilization of information and communications technology.

With at least three desktop computer units in every eLounge, the facility will operate like an Internet café but free of charge.

Henares said the move aims to encourage taxpayers to take a more serious look at the BIR eServices and avail them to speed up their transactions with the BIR.

“The eLounge provides a more convenient option of availing the services of the BIR. So I encourage all taxpayers to make use of our eLounge facility,” she said.

The BIR has an Electronic Filing and Payment System (EFPS) wherein taxpayers can transact with the agency online but some have complained that they do not have computers as well as access to the Internet.

“Through the eLounge, the EFPS will be easily accessible to taxpayers who want to transact business online. They can file returns electronically and pay their taxes through the Internet banking facility,” Henares said.

Taxpayers can also use the eLounge to access information related to tax compliance such as registration, filing of returns and payment of taxes.

Under heavy pressure to boost revenues, the BIR has been stepping up efforts to widen the tax base, improve tax administration and upgrade its system of collections.

This year, it is tasked to collect P1.066 trillion, higher than the P940 billion revenue goal set for last year.
