MANILA, Philippines — The Commission on Elections (Comelec) will not appeal a Supreme Court ruling to proclaim former General Santos City vice mayor Shirlyn Banas-Nograles as winner in the congressional race in the first district of South Cotabato.

The high tribunal nullified a Comelec decision to suspend the elections and declare the votes as “stray.”

Comelec spokesman James Jimenez said the poll body would proclaim Nograles, who garnered 68.55 percent or 194,929 of the total 284,351 votes cast. The date of the proclamation has yet to be determined.

“The elections in South Cotabato have not been formally cancelled but the preparations stopped,” Jimenez said.

The Comelec set the congressional elections in the province on Oct. 26 after President Duterte signed Republic Act 11243, which reapportioned the first district and created the lone district of General Santos City.
