MPTC steps up flood fixes, eyes measures to support motorists

MANILA, Philippines — The Metro Pacific Tollways Corp. (MPTC), owner and operator of the North Luzon Expressway (NLEX), is taking initiatives to speed up flood prevention measures on affected portions of its expressways.

The company said in a statement that it is closely coordinating with the Department of Transportation, Toll Regulatory Board and other government agencies to assess immediate measures to support motorists affected by days of southwest monsoon rains and rising water levels in the Pampanga River, while speeding up necessary flood-prevention measures.

As part of a permanent solution to recurring flooding in the San Simon segment of NLEX, MPTC said it will raise the northbound and southbound pavements in Tulaoc, San Simon, Pampanga once the Tulaoc Bridge elevation is completed.

Earlier, Pampanga Gov. Lilia Pineda said the flooding reflects a broader drainage problem across the province, with water backing up because downstream areas like Macabebe and Masantol are already full and floodwater cannot readily discharge toward Manila Bay.

The company noted observations by Public Works Sec. Vince Dizon that the sheer volume of water brought by the southwest monsoon overwhelmed the system.

Dizon has acknowledged that pumping alone would not solve the problem as the water would simply flow back.

Meanwhile, as of 1:20 p.m. yesterday, traffic build-up along NLEX was reported at the Libtong Exit, Sta. Rita northbound entry, Pulilan northbound entry, Tulaoc (San Simon) and San Simon interchange.

Vehicles were stuck for up to 16 hours last Monday at the northbound NLEX. Traffic remained unstable yesterday due to continued flooding.

No toll suspension

Malacañang dismissed yesterday proposals to temporarily waive toll fees on NLEX as motorists endured traffic jams due to severe flooding.

Palace press officer Claire Castro said it is up to NLEX management to decide on the matter.

“Before the President makes a suggestion, NLEX (management) probably was already aware of what happened and their responsibility. The directive should come from them,” Castro said at a press briefing. — Richmond Mercurio, Helen Flores
